Bryan Acheampong’s position unconstitutional, it’s ‘job for the boys’ – Lawyer

A Private Legal practitioner, John Ndebugri has described the Minister of State in charge of National Security position created by the Akufo-Addo administration as nothing but a position created to satisfy party faithfuls.

The position which is occupied by the Member of Parliament (MP) for Abetifi, Bryan Acheampong, Lawyer Ndebugri said is ‘unconstitutional’ and ought to be scrapped with immediate effect.

The position of Bryan Acheampong became a subject of controversy at the Emile Short Commission established to investigate the chaos that happened at Ayawaso West Wuogon during a by-election.

Members of the public who followed proceedings of the Emile Short Commission were of the view that the functions of Mr Acheampong and Albert Kan Dappah, National Security Minister overlapped.

A security analyst, Adam Bona led the argument for the scrapping of the position of Minister of State in charge of National Security.

“In one way or the other he has been usurping the appointment of the substantive National Security Minister.”

“The question I keep asking myself, do we need a National Security Minister at the Office of the President? We don’t really need it. What role is he performing, is he in-charge of presidential security or he is in-charge of the bigger national security?” he queried.

“Instead of having too many security ministers performing functions that have not been assigned to them”, he suggested, Bryan Acheampong could probably be reassigned to the National Security Ministry as a deputy minister.

“In one way or the other he has been usurping the appointment of the substantive National Security Minister,” Adam Bona observed.

The Emile Short Commission in its report also called for reprimanding Mr Bryan Acheampong for his role in the violence.

“The Commission recommends that Mr. Bryan Acheampong be reprimanded for his ultimate responsibility as Minister in authorizing an operation of that character on a day of an election in a built-up area,” the report read.

Commenting on this on Joy News’ Newsfile on Saturday as monitored by Angelfmonlinegh.com, Lawyer Ndebugri said the position of National Security was unnecessary arguing that the position was ‘job for the boys’.

“The only person who is recognised by the Constitution is the National Security Coordinator, he is the only person to be there. The position of National Security Minister, Minister of State in charge of National Security is job for the boys, they are redundant…they must be removed…,” he opined.

To him, the National Security will do the bidding of the NPP in the 2020 elections if they continue to operate.
